PRAYERS
The Senate observed a minute of silence and tributes were paid to the memory of the four RCMP constables, Anthony Gordon, Lionide Johnston, Brock Myrol and Peter Schiemann, who were killed in the line of duty March 3, 2005, in Mayerthorpe, Alberta.

Presentation of Reports from Standing or Special Committees
The Honourable Senator Keon, for the Honourable Senator Kirby, Chair of the Standing Senate Committee on Social Affairs, Science and Technology, presented its eighth report (Bill S-18, An Act to amend the Statistics Act, without amendment).
The Honourable Senator Keon moved, seconded by the Honourable Senator Cools, that the bill be placed on the Orders of the Day for a third reading at the next sitting.

Introduction and First Reading of Government Bills
A Message was brought from the House of Commons with a Bill C-33, A second Act to implement certain provisions of the budget tabled in Parliament on March 23, 2004, to which it desires the concurrence of the Senate.
The bill was read the first time.
The Honourable Senator Day moved, seconded by the Honourable Senator Phalen, that the bill be placed on the Orders of the Day for a second reading two days hence.
The question being put on the motion, it was adopted.
A Message was brought from the House of Commons with a Bill C-8, An Act to amend the Financial Administration Act, the Canada School of Public Service Act and the Official Languages Act, to which it desires the concurrence of the Senate.
The bill was read the first time.

That the Standing Senate Committee on National Finance be authorized to examine and report upon the expenditures set out in the Estimates for the fiscal year ending March 31, 2006, with the exception of Parliament Vote 10.
The question being put on the motion, it was adopted.
The Honourable Senator Rompkey, P.C., moved, seconded by the Honourable Senator Losier-Cool:
That the Standing Joint Committee on the Library of Parliament be authorized to examine the expenditures set out in Parliament Vote 10 of the Estimates for the fiscal year ending March 31, 2006; and
That a message be sent to the House of Commons to acquaint that House accordingly.

That the Senate of Canada hereby calls upon the government to maintain the Commission of Inquiry into the Sponsorship Program and Advertising Activities for as long as necessary to establish the facts and discern the truth, and the Senate of Canada further urges the government to defend the Commission rigorously and reject attempts to impugn the integrity of the Commissioner, Mr. Justice John Howard Gomery.
